All funding related documents, which contain financial information (applications, proposals, business plans, budgets, agreements, etc) must be provided to the Manager, Reporting and Accounting for a reasonableness review by the Finance department PRIOR TO the documents being submitted to a funding agency/provider.
Submissions/applications process:
-
-
- Applications/proposals for external funding are provided by the operational area to the Office of Applied Research & Innovation (OARI) for the draft budget review to occur. After OARI has reviewed the draft budget and clarifying questions/details have been provided by the operational area and OARI is satisfied, the updated/revised budget and all supporting data/files are then provided by OARI to Finance Management. Finance completes the final review of all financial information for reasonableness as well as compliancy with eligibility/criteria to guidelines prior to the application/proposal being submitted to the funding agency/provider, this review is confirmed by an email from Finance Management to OARI and the operational area.
-
-
-
- The financial information (after OARI has reviewed) is to be provided to Finance Management with sufficient time (usually 1-2 weeks) for review to be completed before the submission due date.
-
If successful:
-
-
- The operational area manages financial transactions. Employee timesheets and salary/benefit reallocations are approved by the project budget manager prior to being provided to Finance. Vendor invoices/VISA reports/employee expense reports are to be coded directly to the funded project department and are approved by the project budget manager. The operational area also tracks all expenses incurred/planned to ensure expenses incurred do not exceed the project budget/funding.
-
-
-
- Finance’s role from a financial reporting respective, includes initiating the creation of a new department in Evolve, reviewing salary/benefit reallocation requests as well as non-salary/benefit expenses (i.e. vendor invoices/VISA reports/employee expense reports) for reasonableness which were charged to the funded project department. Finance will work with the operational area to complete the required financial reporting, which Finance Management reviews prior to submission.
